Welcome: Tim Tolson, President,  welcomed the five people present and called the meeting to order at 7:33 PM.

Agenda Review/Changes and additions from the floor.  
– Jo Ann Perkins ask to add an item under New Business.

Approval of the CCA’s minutes of September 8, 2022.
– Brad Rykal made the motion to approve the minutes as presented,  Eric Schmitz seconded.  The motion passed unanimously.

Treasurer’s Report: (2022 Dues: Still just $10 annual contribution). Tim reported the CCA: $4,000.58; CIDC: 7,898.99; TOTAL: 11,899.55 – There are 2 outstanding bills for the CIDC.

Albemarle County Police Department (ACPD; Blue Ridge District Evening Patrol Division) may visit and give an update.

Presentation:  Montclair Stream:  Myths & Facts (Eric Schmitz, Crozet United)
Update regarding the White Gate Farm/Montclair stream, shared by Eric Schmitz. The environmental consultants hired by Albemarle County have confirmed that there is, indeed, an “intermittent” stream, which is entitled to protection under County ordinances. Frank Pohl, the County Engineer, issued this stream determination letter on October 19, 2022.

Eric Schmitz gave an informative talk with slides about Crozet United non-profit group and stream protection and why.  He gave the history of the stream and why the county needs to protect this stream and other streams.  He answered numerous questions as his presentation progressed.   Statistics, maps, and progress his group is making on this project and they need volunteers to help with the project.

Update and News from Ann Mallek, our county supervisor
Ann Mallek summarized the work the county can possibly do in the stream protection of Crozet United.  She briefly mentioned on several projects but she needs more clarity.

Old Business:

  • Tom Loach’s motion: was postponed to the January meeting because Tom was sick and unable to attend.
    That the CCA set up a survey committee, similar to the last one in 2017, to gauge the Crozet community’s support for each of the county’s AC44 options.[Note: Per Article VII of the CCA bylaws, this motion is being presented at a second regular CCA meeting for discussion and vote, and if accepted, will be adopted.]
  • Crozet Independence Day Celebration on Saturday, July 1, 2023
    Tim mentioned that he would be meeting with a group to discuss possible location changes and other issues for this event.  More information to come.  Fireworks location is the issue, as detailed in the Crozet Gazette article.

New Business:

  • At our next regular meeting (January 12, 2023) we have the election of CCA officers for 2023. Nominations are open for President, Vice President, Secretary, and Treasurer.  Current  officers are: President: Tim Tolson, Vice-President: Lisa Goehler, Secretary: Jo Ann Perkins, and Acting Treasurer: Tim Tolson.  Candidates must be present at the January 12, 2023 meeting or have spoken with a current officer about their willingness to serve if elected (Article II of the Bylaws).
  • Jo Ann Perkins mentioned that CCA needs to begin a community events committee to pull together the community as Crozet. Possible development of such a committee after Independence Day event is settled.

Announcements –  

  • Crozet Volunteer Fire Department Christmas Parade, Sunday, December 4 at 2:00 PM.   Lineup is at 1:00 PM on Wayland Drive in Crozet. Organized by the Crozet Volunteer Fire Department. Parade starts at Wayland Drive and turns left at the 4-way stop, ending at the fire department.
  • Crozet Park Winter Brews Festival, Saturday, December 3, 2022 from 12 Noon to 5:00 PM.  Tickets are available now!  Live music, food trucks & more. Information at: http://www.crozetbeerfest.com/
    • Volunteer to help by going to: https://www.signupgenius.com/go/70a0e48a4af2ea75-4thannual
      Sign up for at least one shift and get free admission to the Festival for the rest of the day. Volunteers at this Festival must be age at least 21 years old.
      This festival is a fundraiser for the Claudius Crozet Park.

Welcome: Tim Tolson, President,  welcomed the 8 people present and called the meeting to order at 7:35 PM.   The CCA secretary, Jo Ann Perkins, has injured her hand and can’t take minutes.  Ann Mallek volunteered to send her notes on the meeting to help Tim with minutes.

Discussion:  Growth in Crozet and the 2022 Crozet Master Plan

– Tim provided some background information about the 2022 Crozet Master Plan, the Montvale subdivision proposal and Crozet United and Eric Schmidt want the stream placed back on the maps.   The County staff seemed more solicitous about what Crozet residents wanted when we did the 2004 master plan and the 2010 revision.  That seemed not to be the case for the 2022 revision.  They pushed middle density housing onto the maps over the objections of both residents where it was being proposed and the CCAC.

Tom Loach said he thought the new Crozet Master Plan was a disaster for the community. It was not the CCAC members choice.  There were three CCAC meetings on land use and the CCAC objected twice and voted no 12-5.   It was pre-determined before it came to the CCAC.  Middle density did not/does not exist as a zoning category.  Just last week, Old Dominion on the border of Beaver Creek (and the growth area) got 8-9 homes per acre.
Affordable housing has been discussed since 1993, it was part of the first Crozet Master Plan.  We wanted to maintain the character of the community back then.  In 2004, the consultant said Crozet would have a maximum of 12,800 for the current 3,000.  In 2020,  the Crozet Gazette reported 16,700 units were issued for Crozet growth area.

In 2022, another consultant added another 870 houses to Crozet.   The comprehensive plan goals, 4 out of 7 are aimed at Crozet.   We did a survey and try to work with the county, since 1993.  Who wanted more population in the survey?  What was expected new growth that was compatible with existing neighborhoods.   The community welcomed development but at the lower range of density.  There were individual threats to the comprehensive plan.

In 1985, the CCA was formed and gave voice to its desires.  The first community survey [NOTE: in 2010]  talked about amenities like bike and pedestrian paths, types of development on 250. Yancey Mills/I-64 interchange.   In 2017 did another survey, statistically sampled, got over a 65% return rate saying similar things to 2010 survey.

The CCAC has voted over and over again since 2005 about development and density.  The original 2004 Crozet master plan used the neighborhood model and incorporated bona fide affordable units.  The community worked a lot with PHA on their Blue Ridge Avenue mixed income neighborhood model.   Only to have PHA sell the land to a developer.  For years there’s been a presentation about water.
He suggested another meeting – a state  of Crozet meeting.  Have a fact sheet for background. Like was done at the Field School years ago.
[NOTE: that meeting was to gather ideas for the development of the Barnes Lumber property.]  Have speakers from the county to answer questions.

Terri likes the pedestrian crossing at Harris Teeter on Route 250.  The narrowness slows people down.

Update and News from Ann Mallek, our county supervisor

The county is working on a revised comprehensive plan called “AC44” – Albemarle County 2044 –  the revision of the county’s comprehensive plan.  There are seven options being explored with surveys and community input sessions.

  1. It has more density in development areas, keeping green infrastructure.
  2. It has opportunities to reduce maximum densities to align with more usual growth as passed. It has the neighborhood model; Grey Rock in process, Crozet wanted affordable housing. Bob Hirshman rendered a model with affordable housing interspersed but it  was not accepted.
  3. It includes new criteria about expanding the growth areas. Since 1975 , the county has opted to be 95% rural and keep 5% of the land rural land. Use property tax exemption to incentive rural land and give that tax benefit to the growth area – was implicit to the concept. In 1991 there was a review of cost offsets. Approximate 2 to 4$ million.   [Note: She explained the  land use program.]
  4. Opportunities for development at the I-64 interchanges. The I-64/Route 250 interchange at Yancey Mill is already a disaster.  The section from Harris Teeter to I-64  has at least one accident per month.  Rural character not intended to be served by public utilities.

Is a waning view about maintaining the rural area.?  She thinks not really.

Terri Miyamoto: If we want to keep rural areas rural and not increase density so much, where will people live?   Seems like in 20 years, more land will be needed in the growth area.

The county has fallen down on infrastructure. There might be less resistance to growth if there were confidence on delivery of infrastructure.

Old Business: 

  • Crozet Independence Day Celebration will be Saturday, July 1, 2023.
    Tim talked a little about why there were not fireworks this year (July 2, 2022). Our usual fireworks company could not provide a shooter and there was less supply.  A company that came and looked at the site in early May couldn’t get fireworks supplies from China and decided that the new house near the park made the height fireworks we use to have unsafe. Doubted their insurance company would allow.As for this past July’s event, while the crowd was definitely smaller, the vendors  gave out the same amount of donation as 2021. We did have about half the total amount on beer sales and people did not stay until dark. We did not have a “gate” just asked for donations, and so we collected about $3,000 less that way.
    Brandon Black helped with parking again this year.  And Tim gave great appreciation and thanks to David Ferrall for all his work and coordination for the event in Tim’s absence (on his trip to Alaska).Ann suggested for next year we consider a Drone light show. Maybe Mark Eisener in Free Union?Terri said that  when the plaza is done, we will need remote parking for it.  And we need a middle of the day run for Jaunt – the Crozet Connect. 

New Business:  

  • Tom Loach discussed the land use value tax and requested that  the County of Albemarle provide to the CCA  the total amount of taxes deferred under the Use Value taxation since its inception in 1975.   Additionally the CCA requests the approximate additional cost to county taxpayers to support the land use program, i.e. in 191 this amount was 11 cents of the tax rate.Tom Loach discussed the CCA conducting another community survey using the 2017 participant information to get feedback from the community about the issues and options that involve the Crozet community in Albemarle County’s “AC44” comprehensive plan revision.  He thinks that most of them will effect Crozet.He made a motion that the CCA set up a survey committee, similar to the last one in 2017, to gauge the support for each of the county’s AC44 options. Ray Grant seconded the motion.  It passed unanimously.[Note: Per Article VII of the CCA bylaws, this motion must be presented and voted on at the next meeting of the CCA, and accepted in order to be adopted.]

Agenda Review/Changes and additions from the floor.   – None

Approval of the CCA’s minutes of September 9, 2021. – Unanimously approved

Treasurer’s Report: (2022 Dues: Still just $10 annual contribution). Tim reported that there was a total of $13,124.19 in the CCA bank account, of which $3,566.30 is CCA funds and $9,577.89 is CIDC funds.  The CIDC made civic donations of $6,650 ($250-Crozet Fellowship Church; $900-CTC; $2,500-WARS; $3,000-CVFD; Crozet Park asked that their donation be put to first responders.)

Albemarle County Police Department (ACPD; Blue Ridge District Evening Patrol Division)  attended the meeting. Lt. Jason Marden, Blue Ridge Deputy District Commander spoke. He is the new commander of the Blue Ridge district.  Two other ACPD officers attended and answered questions.

Presentation:  Claudius Crozet’s connections to Crozet and western Albemarle. Phil James
Phil James gave an informative and engaging presentation with a dozen images that gave those present an idea of the scope and impact that Claudius Crozet had on this area and places he stayed in the area.  A Crozet Elementary school teacher was present and Mr. James offered to present about Mr. Crozet to the elementary school grades.

Update and News from Ann Mallek, our county supervisor
Supervisor Mallek talked very briefly about tax assessments and the county budget and process and then asked those present to share their concerns and priorities.  Those present asked questions and offered suggestions.  One suggestion was to have video speed cameras in all the school zones.

Welcome: Tim Tolson, President, welcomed 3 members at 7:31 PM,  Jo Ann Perkins, CCA Secretary, and two community members.   By 7:45 PM no one else had joined the meeting, so the meeting was postponed/adjourned until March.  With only two community members, the election could not be held nor minutes of September 2021 meeting approved.

An informal discussion ensued with the three persons remaining until 8:10 PM with no one else joining the meeting.

Treasurer’s Report: (2021 Dues: $10 annual contribution). Tim reported that there was a total of $19,661.03 in the CCA bank account, of which $3,511.30 is CCA funds and $13,457.89; Total: $16,969.19  ($3,900 donations outstanding).  CIDC made civic donations of $6,650 ($250-Crozet Fellowship Church; $900-CTC; $2,500-WARS; $3,000-CVFD. (Crozet Park asked that their donation be put to first responders.)

Agenda Review/Changes and additions from the floor: There none

Approval of the CCA’s minutes of January 14, 2021:  Lisa Goehler made the motion to approve and Ann Mallek seconded.  All approved the motion.

Treasurer’s Report: (2021 Dues: $10 annual contribution). Tim reported that there was a total of $19,661.03 in the CCA bank account, of which $2,843.14 is CCA funds and $16,817.89 were committed to the Crozet Independence Day Celebration (CIDC) fund. Tim Tolson apologized for not yet having made the planned donations to local charities yet.  Should be complete in a couple of weeks.

Presentation:  What’s involved in Crozet becoming an incorporated town?   Drew Williams, AICP; Chief Executive Officer, The Berkley Group.

Drew gave an excellent report of the process by introducing who the Berkley group is and how the process works.  Boundaries to become incorporated begins the process.  He gave a summary of What Is a Town.  This led to What a Town Can Do, different from a county and a city.  What Is the Process includes much legal work. Many steps to How to Become a Town including petitions from community members supporting.  Also, What Is the Process includes the specific services the town will address by definition of its charter.  There are many unknowns including land use, land zoning, boundaries, taxes and cost, and other services the town will supply.

Yes, the residents will pay county taxes as well as town taxes.  Interesting that there has only been one new town since 1990 and many cities have reverted to towns and some towns are now part of counties.  He opened the floor to questions and there were lots of questions.  Most comments heard was that Crozet has one voice on Board of Supervisors, Ann Mallek, where other growth areas of the county have two or more supervisors representing their area.  How can Crozet improve that level of communication with BOS?  Many more questions:  about time, money, process, and it polarizing folks.  Will the community really gain a higher quality of life in Crozet community if its a town?

Updates and News from Ann Mallek, White Hall District supervisor:

Ann reminded us that September 14 Crozet Master Plan is going to the Planning Commission.  At the end of this, under new business, is where everyone can communicate their wishes for the revised Crozet Master Plan by the method they choose.

Old Business:

  • Re-cap of Crozet Independence Day Celebration held on July 3, 2021. Celebration went very well and soon donations will be given to specific civic organizations.

New Business:

  • IF there is a Crozet Independence Day Celebration, it will be Saturday, July 2, 2022.
  • Crozet Master Plan revision – Prepare for the public hearing at the Planning Commission regarding the final draft of the Crozet Master Plan on Tuesday, September 14 at 6pm.

Approval of the CCA’s minutes of March 14, 2020 :  Only one person  in attendance tonight was at March 2020 meeting. Those here agreed the minutes are accurate as provided.  March 14, 2020 was the night before Governor Northrum instituted restricted meetings in Virginia in response to the COVID-19 pandemic.

Treasurer’s Report: (2018 Dues: $10 annual contribution). Emery Taylor, Treasurer, reported that there was a total of $19,369.11 in the CCA bank account, of which $1,993.10 was CCA funds and $17,376.01 were committed to the Crozet Independence Day Celebration (CIDC) fund. Tim Tolson apologized for not yet having made the planned donations to local charities which would bring the funds down close to $10,000 for the 2018 CIDC.

Presentation:  Conservation easements and their benefits, Tori Kennedy,  Conservation Partners, LLC (http://www.conservationpartnersllc.com/)

Tori mentioned the conservation easements, the benefits, Crozet Master Plan and plans ahead.  In conservation easements, she explained the process necessary to go through to complete.  Often times, these are as Individual landowners need.  Benefits are providing a legacy and preserving natural resources and vistas. and as well as Federal and state tax benefits. Crozet needs to continue its ambition to provide walking avenues, preserving historic buildings and sites, stream health, tree canopy, and vegetation.  In planning ahead, she was very complimentary of Albemarle’s ACEA and PDR projects.  Keep the momentum going and encouraging neighbors also.

Updates and News from Ann Mallek, White Hall District supervisor:

She gave us an update on the county operations during this pandemic.  Crozet Master plan Is Into drafting.  She encouraged the community to stay alert to developments on the Master Plan to give suggestions.  Planning Commission needs to work on solutions.  She has been working with different groups to control the speed In certain areas of Crozet.  She encouraged everyone who has a question to be sure to contact her.

Old Business:

  • Jo Ann Perkins suggested that CCA try to market Crozet uniquely to all residents that we are a community who cares for each other by creating a word about Crozet….CROZETING.  What It means to go Crozeting

New Business:

  • Election of CCA officers for 2021.  Unanimously elected officers are: President: Tim Tolson, Vice-President: Lisa Goehler, Secretary: Jo Ann Perkins, and Treasurer: Vacant
  • IF there is a Crozet Independence Day Celebration, it will be Saturday, July 3, 2021.
  • Crozet Master Plan Revision: Concern about county staff land use report to Planning Commission.
  •  Plastic Benches:  If Crozet can gather 500 pounds of unmolded plastic (No Meat Please In plastic) a company will give to the community for FREE a molded bench.  According to Jo Ann Perkins, Waynesboro has already had at least four given to them from this company, Trex.  More Information at Trex.com

Welcome: Tim Tolson, President, welcomed 13 members at 7:30 PM.

Approval of the CCA’s minutes of November 9, 2017: The minutes were unanimously approved as presented.

Albemarle County Police Department (ACPD) visit and update. (Evening Patrol Division) Captain Darrel Byers introduced himself as the new captain for the Blue Ridge District, which spans the western and southern portions of the County including Crozet. Captain Byers discussed community policing, the relatively low crime rate, how to protect yourself from car break-ins and thefts.

Proposal: Atieno Bird, brought a signed proposal from the Crozet ACT, to encourage the CCA to state that Crozet explicitly welcomes diversity and inclusion. She asked the CCA to make a statement that Crozet is an inclusive community, as many municipalities have done in these alarming times when anti-immigrant sentiment is surging and when asserting that black lives also have value has provoked controversy. She read the proposed statement:

A Vision

Crozet is an inclusive community that welcomes, accepts and celebrates all people.

A Statement of Commitment – Crozet commits to:

– Champion equality of worth among people, recognizing that equity and diversity exemplify our ideals and values as a community.

– Learn, acknowledge and honor the unique histories and lived experiences of all peoples in our community.

– Stand against any ideology of racial exclusion, superiority, segregation, or domination that perpetuates patterns of discrimination or exploitation.

She explained that an African American friend from Waynesboro, told her that African Americans do not heavily attend her bridge-building workshops, and they have said the reason is that they don’t think dialogue will make a difference to the lack of awareness of and perpetuation of the discrimination they face. When the KKK posted flyers in downtown Waynesboro, the Waynesboro City Council refused to issue a condemnation, these neighbors told her: “See?”  When Atieno heard this story, she wanted to speak up and stand with the many people of color who are feeling targeted in this national climate. She asked if the CCA would be willing to speak collectively.

Discussion ensued as to whether or not such a statement was necessary, and the importance of all people in Crozet feeling welcome. Tim mentioned that the founding of the local Albemarle chapter of the NAACP occurred because in the early 1950’s Lewis Carter, a black World War II veteran was hit and killed by a white man in a speeding car on a road here in Western Albemarle County. The citizens of Crozet felt that the local courts and law enforcement officials did not treat the matter seriously enough. A group of black people met to take action, as well as members of several churches in the Yancey Mills, Crozet, and Greenwood communities.  It is in character for Crozet residents to take a stand on such occasions. Now is one of those times.

Per Article VII of the CCA bylaws, a motion was made to consider the statement for inclusion in the CCA bylaws as a vision statement, in addition to our existing mission statement. The motion was seconded. After discussion, Jim Crosby agreed to work with Tim Tolson on drafting the final language for the vision statement, for final consideration at the March CCA meeting. The motion was unanimously approved, and will be placed on the agenda of the March 8th CCA meeting for a second/final vote.

Updates and News from Ann Mallek, our county supervisor:

Ann gave a variety of updates on county taxes, especially the proposed “rooftop” tax and other issues and concerns. She answered questions from those in attendance.

Old Business:

  • Updates from Claudius Crozet Park.
  • Update from the Crozet Master Plan (CMP) survey committee. Tim Tolson reported some preliminary result from the survey. There was a very good response rate. The two groups assessed, one a scientific survey and the other available to anyone, provided very similar responses. Highlights included the finding that respondents overwhelmingly supported concentration of commercial growth in the downtown area, and not along 250. More detail results were published in the Crozet Gazette (http://www.crozetgazette.com/2018/01/05/crozet-survey-finds-residents-enchanted-with-area-yet-worried-about-growing-pains/)
  • Update from the Downtown Crozet Initiative (DCI) –Next meeting Thursday, February 1 from Noon to 1:30 at Crozet Pizza.

New Business:

  • Election of CCA officers: Nominations were open for President, Vice President, Secretary, and Treasurer. Current officers are: President: Tim Tolson, Vice-President: Lisa Goehler, Secretary: Jo Ann Perkins, and Treasurer: Emery Taylor. Nominations were opened.   Ann Mallek moved that the slate be accepted as is and Tom Loach seconded. There were no other nominations. The motion passed unanimously.
  • Rename DCI committee to Crozet Economic Development or similar since the DCI is now incorporated and seeking 501(c)3 status. Those in attendance unanimously agreed to rename the DCI standing committee, the Crozet Economic Development standing committee. (Per Article III of the bylaws.)

  • Crozet Community Advisory Committee (CCAC) meeting Wednesday, January 17 at 7:00 PM at the Crozet Library.
  • Peachtree Baseball Registration in person Tuesday, January 16, from 6:30 to 8:30 PM at the Field School. Further information at: http://www.peachtreebaseball.com/

Welcome:  Tim Tolson welcomed the 38 community members in attendance.

Agenda Review / Changes and additions from the floor:  No changes were suggested.

Approval of the CCA’s last meeting's minutes (September 11, 2014):  Phil Best made the motion to accept the minutes as posted on the CCA website.  Jo Ann Perkins seconded and the minutes were approved unanimously as presented.

Treasurer's Report:  Emery Taylor could not be at the meeting, but sent a report that Tim presented. The CCA checking account has $2,771.32 after paying Legacy Signs for the replacement “Welcome To Crozet” sign that was stolen in August.  Tim reminded everyone that there was around $6,000 in a special Crozet Park Board account for the Independence Day celebration.

Drop-in visit from Albemarle County Police officer (Evening Patrol Division):  Officer Chiarappa and two other officers were present.  Officer Chiarappa police reported that the “Welcome to Crozet” sign that was stolen had been found recovered as part of another investigation.  Tim reported the police returned it to him the day before Thanksgiving.  Jo Ann Perkins asked if the vandalism at the park had been reported.  Suggestion from the police was to add more lights at the radio station and they will continue their patrolling the area as usual.

Presentations:

  • Clann Mhór and the Blue Ridge Tunnel Restoration.  (Dan Burke, Kevin Donleavy and Marjorie Maxey along with Bob Dombrowe):  An excellent slide show on the history of Irish immigrants and the building of the Crozet tunnel.  They mentioned the funding and the different phases that the funding has been projected to make the tunnel accessible to the public as a historic site.  Bob Barrett’s VCR video of Claudius Crozet and the tunnel building has been converted to DVD and is available.  A copy is in the Crozet Library.  Several books were mentioned for further knowledge.   Two websites are recommended:  http://www.clannmhor.org/clannmhor/ and http://blueridgetunnel.org/
  • They stressed that the tunnel is not open yet and to please not trespass by entering the tunnel or the phase 1 construction site on the east side.

Updates and News from Ann Mallek, our county supervisor:  Ann Mallek reported that the County is working on a five-year planning and hoping for a stable and predictable budget.  Construction around Crozet, the streetscape and the new water line, are all progressing on schedule.  VDOT and the county are working on solutions for pedestrian safety on Rte. 250 where Blue Ridge Builder Supply and Harris Teeter are. 

Old Business:

  • Updates about Claudius Crozet Park (Kim Guenther, Crozet Park President):  Kim Guenther mentioned the Christmas tree drop off times of December 26-January 8t at the park. 
    • New Year’s Eve at the Restoration Restaurant at Old Trails will donate part of the evening ticket to the park. 
    • Pints for Pups has been successful with Starr Hill and it will continue. 
    • Perimeter Trail was number one of the community survey and the Park is trying to fund this project. 
    • Parking Improvement at the park is being addressed as quickly as possible. 
    • In January, Nana Corley of the Park Board will present a program on being on 501(c)( 3) board and what it really means.  More information about the date and time to come later.
    • Bob Dumbrowe reminded everyone that Crozet Park is not a county park, it is our community park, owned and operated by the Crozet Park Board and supported and funded by our contributions of time and funds.
  • Update on the Build Crozet Library fundraising (http://buildcrozetlibrary.org). Bill Schrader spoke on the success of the library and the help that Tom Loach, Tim Tolson, Ann Mallek, and the whole Crozet community to make the library happen.  Books continue to needed to be purchased, so fundraising for books continues.  Everything has been beyond expectations.  This past September circulation of materials (books, DVDs, etc.) increased 13% over September 2013, the new library’s first month of operation.  Over 2,300 new library cards have been issued at the new library since it opened 16 months ago.  Special exam study time had been reported in two national publications on what the librarians did for the students.
  • Update on Barnes Lumber re-development proposal by Frank Stoner/Milestone Partners? http://www.barnes-lumber.com: No update.   Plan to attend the Crozet Community Advisory Council (CCAC) meetings on the third Wednesday of the month, as it’s on their agenda to discuss.   Past meeting minutes and agenda of the CCAC are posted to the CCA website at: http://crozetcommunity.org/ccac-info/
  • RECOVERED:  The ACPD recovered the "Welcome to Crozet" sign that was stolen from near RWSA treatment plant on Rte. 240 (Three Notch'd Road) (thank you!) However, not before we had already replaced it. Now we have an extra one!
  • Motion was made by Jo Ann Perkins and seconded by Mike Marshall at our last meeting to reimburse Tim Tolson $375 for the purchase of the magnetic Crozet emblems (as invoiced).   Per our bylaws, it was tabled. Phil Best made a motion that we reimburse Tim for these emblems.  Ann Mallek seconded the motion.  It was unanimously approved.

Revision of bylaws regarding voting on motions.  Here are the proposed revisions to the bylaws as discussed at our last meeting.  (Current wording is on the last page of this agenda.  Thanks and acknowledgement to Jim Crosby for his assistance with the wording of these articles.)
At our last meeting (September 11, 2014) a motion was made by Jo Ann Perkins and seconded by Mike Marshall to amend our bylaws to allow the CCA to conduct general business and related motions at one meeting while retaining the requirement to approve a motion at one meeting and adopt it at the next meeting for major topics and bylaw changes.  In addition, our bylaws ought to include what constitutes a quorum and using Robert's Rules of Order to govern the meetings.

The revised Articles VI and VII and new articles VIII and IX were presented as follows:

  • Article VI: Amendments to the Articles of Incorporation or these Bylaws may be proposed at any scheduled CCA meeting.  Upon majority vote of approval, such proposed amendment must be placed on the agenda of the next regularly scheduled CCA meeting for a final majority vote for adoption.  Such adoption shall become effective at the subsequent scheduled meeting following adoption.
  • Article VII: Motions made at a scheduled meeting in the conduct of the general business shall be voted upon and moved for adoption by a majority vote of those present. Motions on new matters or topics of general community interest or impact made at a scheduled meeting may be presented at any scheduled CCA meeting.  Upon majority vote of approval, such proposed amendment must be placed on the agenda of the next scheduled CCA meeting for a final majority vote for adoption. The context of the motion will be communicated in the meeting minutes of the meeting in which it is presented and noted as being presented for vote of adoption at the next subsequent meeting. 
  • New Article VIII:  A quorum of 10 percent of the members who are current in their dues shall be required to conduct business at any meeting of the CCA.
  • New Article IX:  Roberts Rules of Order Newly Revised shall govern the CCA conduct of meetings where they are not inconsistent with these Bylaws.
  • Tim pointed out that we need to be clear in the use of our language – there is a distinction being made here between approval and adoption of a motion.  As discussed at our September meeting:
    • Motions regarding the general business of the CCA (e.g., Good Neighbor Awards, Crozet Emblem stickers purchase) made be approved and adopted at the same meeting in which they are made. 
    • Motions to amend the bylaws or regarding larger community issues, (e.g., to support the Crozet Master Plan) may be approved at one meeting, but then must wait for a vote to adopt at the next scheduled CCA meeting.  So such a motion, after the first meeting may be said to be "approved, but not yet adopted".
  • Phil Best made the motion that the revised Articles VI and VII and the new Articles VIII and IX be approved as presented and Lisa Goehler seconded the motion.  The motion was passed unanimously and these four articles are adopted as new bylaws of the CCA.

New Business:

  • Tim reminded everyone that election of CCA officers occurs at our next meeting, January 8, 2015.  Nominations are open for President, Vice President, Secretary, and Treasurer.   Current officers are: President: Tim Tolson, Vice-President: Lisa Goehler, Secretary: Jo Ann Perkins, and Treasurer: Emery Taylor.  Candidates must be present at the January 8 meeting or have spoken with a current officer about their willingness to serve if elected.   Anyone who wishes to be an officer may speak to any of the present officers prior to the January meeting.
    • Tim bought up an issue he uncovered while reviewing the bylaws.  Article II concerns when elections are held.  Currently the second sentence of Article II says: Majority approval by attendees at the final meeting of the calendar year will constitute election.  However, our practice for many years has been to hold elections on the first meeting of the year.   Therefore Tim suggested that Article II be revised to say: (bolded italics indicates revision, otherwise it as currently worded) (Current wording of Article II is on the last page of the agenda and the minutes.)
      • Article II: Officers will be elected for a one-year term, commencing on the first meeting of the calendar year immediately following their election. Positions will consist of President, Vice President, Secretary, and Treasurer. Candidates must be present at the election or have spoken with a current officer about their willingness to serve if elected. Majority approval by attendees at the first meeting of the calendar year will constitute election.  Duties of the officers shall be as implied by their titles. All officers shall be responsible for keeping accurate records.  
    • Phil Best made the motion and Lisa Goehler seconded the motion that Article II as presented be approved for adoption at the January meeting.  The motion was unanimously approved.

Announcements –  

  • Crozet Community Advisory Council meeting is next Wednesday, December 17 at 7:00 PM at the Crozet Library. NOTE the new day of the week (Third Wednesday) and location (Crozet Library). Everyone is encouraged to attend.
  • Join the Crozet Trails Crew (CTC) this Saturday, Dec. 13 starting at 9:30 AM, at the lower Westhall trail (go straight into Westhall, past Summerdean on your left, until you see the big dirt pile and a road stub on your left. That's the top of the trail.). CTC will bring tools, but wear sturdy shoes and work gloves.

Welcome by Tim Tolson, President.  In remembrance of 9/11 and in honor and memory of all first responders,  Tim read a brief reflection of the happening of 9/11 and had a moment of silence.

Drop-in visits from Albemarle County Police officer (Evening Patrol Division)

Captain Greg Jenkins spoke about the Batesville community meeting.  He has cautioned the Crozet citizens to be aware of vandalism and burglaries and report their concerns as quickly as possible.  Keep our cars and houses locked.

Presentations:

  • Information about Ambulance billing and EMS Cost Recovery in Albemarle County (Kostas Albertis, WARS) http://www.albemarle.org/emscostrecovery.  They were unable to attend the meeting.
  • Update on Crozet Avenue Streetscape project and Crozet Safe Routes to School Sidewalk project (Albemarle County staffers Trevor Henry, Director of Facilities Development and Jack Kelsey, Transportation Engineer).  Trevor and Jack spoke on the completion of the project and how soon it will be over.  Actually the project is coming with some funds left over.  Many questions were asked about why certain things have happened during the progress of the project.  With as many different obstacles in traffic flow, there is no textbook way to do this project and it takes creativity and ingenuity to complete the project.  Some parts of the project the citizens may not understand until after the project is completed.  Trevor and Jack answered questions on Rte. 250 by Harris Teeter.  This area has raised concerns due to fatal accidents that have occurred in that area.  Consultants have been hired to begin many recommendations to the area.

Updates and News from Ann Mallek, our county supervisor.  Ann spoke on the Heritage House Festival, Crozet Tunnel Book ($20), connecting trails (many almost complete), strategic planning with School Board, CIP (begins in November), tourist information center in basement of library, two county employees for seeking commercial businesses in the county instead of one, costs dealing with VDOT and planning with VDOT.  One major issue is farms and wineries are opening their doors to tours and the county needs to be sure that public is being protected in all safety issues.

Old Business:

  • Updates about Claudius Crozet Park (Kim Guenther, Crozet Park President) Kim explained that the big Third Annual Culinary Event at The Lodge at Old Trails on September 18 is to benefit the park.  These funds collected will go towards the project of the amphitheater that the citizens’ survey suggested.
    This coming Wednesday, United Way "Day of Caring" volunteers will paint the fence on the boundaries of the park.  New pavilion is being erected and many thanks to a very large donation.  The park is for everyone's and all Crozet citizens should take an active part in keeping the park, maintaining it, and attending events held there to benefit the park.
  • Update on the Build Crozet Library fundraising (http://buildcrozetlibrary.org). Tim read a note from Bill Schrader thanking us for the Good Neighbor Award.  The library usage is exceeding expectations and the library has won recognition in a national library magazine for the extra hours open for students to study for exams.
  • Update on Barnes Lumber re-development proposal by Frank Stoner/Milestone Partners? http://www.barnes-lumber.com  The proposal is on hold right now.
  • Recap of Fourth annual Crozet Independence Day Celebration.  Next year's on Saturday, July 4, 2015!  Tim explained the success of the event and how many citizens attended the event.  Many expressed how nice the fireworks were.  We can expect a possible increase in cost of fireworks due to the event occurring on July 4th in 2015.

New Business:

  • Replacing stolen "Welcome to Crozet" sign near RWSA treatment plant on Rte. 240 (Three Notch'd Road).  A new sign should be purchased to replace the stolen one.  Mike Marshall motioned to replace the sign and Phil Best seconded.  Motion is tabled until next meeting, per the current bylaws.  Tim will proceed with arranging work with Peter Welch, Legacy Signs, originally did the signs.  
  • Revision of bylaws regarding voting on motions. (as printed in the agenda)
    • Currently Article VII: Motions made at a scheduled meeting will be presented, but not voted for acceptance until the subsequent scheduled meeting. The context of the motion will be communicated in the meeting minutes of the meeting in which it is presented and noted as being presented for vote at the subsequent meeting. (as printed in the agenda)
    • AMEND to:  (italics indicates added or changed text) Motions on new matters or topics made at a scheduled meeting will be presented, but not voted for acceptance until the subsequent scheduled meeting.  The context of the motion will be communicated in the meeting minutes of the meeting in which it is presented and noted as being presented for vote at the subsequent meeting.  The CCA website and email list will also be used to communicate about these pending motions.  Motions involving the routine business of the CCA (e.g., Good Neighbor Awards, Crozet Emblem stickers) may be made and moved in the same meeting.   • Discussion about amending the bylaws.  We should also amend Article VI, which states: Changes to these bylaws may be made by majority vote of attendees at a scheduled CCA meeting.  Article VI seems to be in conflict with Article VII.  The consensus of those present at the meeting is that we want these two articles to allow the CCA to conduct general and usual business, such as replacing signs, buying Crozet stickers, etc. at one meeting without having such motions waiting months to pass.  However, other items and issues that result in a motion should have to carry over to the next meeting, so that a few people cannot force an issue through the CCA.  This was the original intent of Article VII being added.  Jim Crosby made the suggestion that we also state in the bylaws what constitutes a quorum of the CCA and how our meetings will be governed (e.g., by Roberts Rules of Order).
    • Jo Ann made a motion that the Bylaws be revised to allow CCA to conduct general business at one meeting and to revise Articles VI and VII to reflect this as well as add articles about what constitutes a quorum and using Robert's Rules of Order to govern the meetings. Mike Marshall seconded the motion, saying that the bylaws be amended as discussed.  The motion is held for a vote at our next meeting per our current bylaws.
  • New Crozet emblem stickers and magnetic emblems.  Tim said that in anticipation of the Crozet Independence Day event he purchased additional Crozet emblem stickers and because of a request for a magnetic version of it, some magnetic stickers.  Each cost about $375, but we only got one-quarter as many magnetic stickers  (not surprisingly).  So CCA is asking a $3 donation for the magnetic stickers and continuing to give away the stick-on emblems.   The emblem itself was improved, and is more accurate to Crozet family crest on which it's based.  Thanks to Allie Pesch for her research and design on this.  The magnetic stickers are available at Crozet Hardware, Crozet Gazette, and online at: http://crozetcommunity.org/about/#crest
    • Tim asked for a motion to reimburse him for the cost of these stickers.  Jo Ann Perkins moved that Tim be reimbursed for the cost of the Crozet stickers and magnetic stickers.  Mike Marshall seconded.  Per our bylaws, motion is held for a vote until the next meeting.

  • Crozet Community Advisory Council meeting is next Wednesday, September 17 at 7:00 PM at the Crozet Library. NOTE the new day of the week (Third Wednesday) and location (Crozet Library). Everyone is encouraged to attend.

  • Mountainside’s Culinary Experience and Quilt Auction:  November 1 is the time of this event to benefit activities at Mountainside for their residents.
  • Mike Marshall introduced Rich Pleasants:  He is planning a manufacturing plant in Crozet.  Nice article about his plans are in September Gazette.
  • Tim offered congratulations and praise to Mike Marshall, editor of the Crozet Gazette, on its 100 issue!  What would Crozet do without your news?  We are very appreciative of all Mike and the paper do for the good of the community.

Welcome: was given by Tim Tolson, President.  There were 20 members in attendance.

Agenda Review / Changes and additions from the floor:  There were no additions.

Approval of the CCA’s last meeting's minutes (March 13, 2014):  Karl Pomeroy made the motion that the minutes be approved and Lisa Goehler seconded the motion.  Approval was unanimous.

Treasurer's Report by Emery Taylor:  Emery reported a balance in  the bank of $7,817.73

Fireman’s Raffle:  Gary Dillon spoke briefly about the Crozet Volunteer Fire Department raffle of $16,000 this Saturday night, May 10 at the fire hall.  Good meals and good place to meet your neighbor.  He also asked if we had noticed the new all glass overhead doors into the Fire Company building?  Several had and remarked how good they looked and how great it was to see the fire trucks now!

A Moment in Crozet History (Phil James): Phil showed a slide of a photograph done by Holsinger on December 5, 1913.  This was at our railroad station in Crozet before it was bricked.  He compared the picture of then to what it is now. Times have changed.

Drop-in visits from Albemarle County Police officer (Evening Patrol Division) : The policeman had a call dispatched and did not make it to the meeting.

Presentation:

Albemarle Housing Improvement Program (AHIP) update on Orchard Acres and available grants for Orchard Acres home improvements (http://ahipva.org; Joyce Dudek, Associate Director of Community Development;  and Ravi Respeto, Development Director)AHIP is emphasizing safe at home for the children.  Ravi spoke on AHIP trying to upgrade in energy efficiencies.  They have helped 132 households and are concentrating on incomes between $20,000-$30,000 dollars.  They have many volunteers and partnerships to help with the different projects.  Their wait list is around 400 people.

Joyce mentioned that AHIP has almost completed one year of their two-year project in Orchard Acres. Let them know if we know of someone who might qualify for AHIP assistance.

Crime Prevention Watch neighborhood sign program, Crozet Safety Corp (http://CrozetSafetyCorps.org; Jim Crosby and Tom Loach):  Jim spoke on the new signs and how they can be installed.  There are several steps to getting these new signs purchased and installed. The Albemarle County Police will help in getting the VDOT permit.  Every neighborhood that has a sign must have a member of the Crozet Safety Corp in their neighborhood as a contact person. 

Old Business:

  • Updates from the Crozet Park (Kim Guenther, Crozet Park President) :  In the absence of Kim, Jo Ann Perkins spoke on the Arts and Crafts Festival, the survey of the park, the master plan of the park, Comcast Cares Days, and community volunteerism at the park.  Please go to crozetpark.org and take the survey.
  • The Green Olive Tree:  Jo Ann Perkins spoke on this being the 35th year of operation of The Green Olive Tree as a business in Crozet.
  • Update on the Build Crozet Library fundraising (http://buildcrozetlibrary.org; Bill Schrader) :  Bill spoke on many statistics of the new library and that the Board of Supervisors have approved to extend the library hours more.  The new library is the only LEED building that the Albemarle County has built and it has a silver LEED ranking.  More money needs to be raised to complete the project for the furnishings.  The usage of the rooms at the library stay booked.
  • Update and schedule of Crozet Streetscape work.   Tim Tolson spoke on the update of the streetscape from Trevor Henry.  Everything seems to be right on schedule.
  • Fundraising ideas to raise $1,000 for a “leaf” at Crozet Library giving tree?
  • Follow status at: http://albemarle.org/CrozetStreetscape  (or CrozetCommunity.org)  Any ideas to raise 1,000 dollars for CCA to have a leaf on the library tree?  Please share your ideas.
  • Update on Barnes Lumber re-development proposal by Frank Stoner/Milestone Partners? http://www.barnes-lumber.com.   Nothing new to report.
  • Update on Acme Visible Records (Wilson Jones Property)  Tim read a letter from Sarah Huddle, April 16.
  • Recap of Fourth annual Crozet Fundraiser Swing Dance on March 29.  The CCA raised over $1,000 to be shared by the Crozet Volunteer Fire Department, Western Albemarle Rescue Squad, and Build Crozet Library.

New Business:

  • 2014 Crozet Independence Day Celebration (CIDC) is Saturday, July 5.  Parade line-up is 4PM, parade starts at 5PM.  Celebration at the park at 6PM and fireworks at 9:30 PM.  Next planning meeting is May 14 at 7:30 PM at the Firehouse.  All are welcome to attend and help!
  • Suggestions for two people to receive this year’s Good Neighbor Award: Mike Marshall nominated Jessica Mauzy and Bill Schrader to receive the Good Neighbor Awards.   Several commented that both of them have done so much for Crozet community.   Their nomination has happily approved.
  • Other items:  Suggestion made to clarify in the CCA bylaws that it’s permissible to allow the Good neighbor Award to be voted on at only one meeting instead of needing two readings and meetings usually required.

  • Crozet Community Orchestra (Lisa Goehler) Anyone can play in the orchestra.  June 8th at Crozet Baptist at 6:30 PM.
  • Crozet Elementary Glow Run:  May 23rd.  Watch for announcements.
  • Crozet Lions will be selling gourmet hot dogs at Crozet Arts and Crafts Festival.
  • Crozet Volunteer Fire Department (CVFD) Spring Fund Drive Raffle – Grand Prize is $16,000!  Drawing this Sat., May 10 at the Firehouse. Dinner at 6PM, Raffle at 7PM.  Barbecue Pork & Chicken.  You do NOT need to be present to win!
  • Crozet Arts and Crafts Festival, this Saturday & Sunday, May 10-11.  They need your help to make it a success.  Volunteer at: http://crozetfestival.com/volunteering-our-way-to-a-great-festival/   And also plan to attend and bring your co-workers and friends!
  • The 2014 Crozet Farmers Market opened last Saturday, May 3, in its traditional location, the now-renovated parking lot of Crozet United Methodist Church (CUMC).
  • Crozet Community Advisory Council meeting next Thursday, May 15 at 7:00 PM at The Meadows.  Everyone is encouraged to attend.
  • Crozet Trails Crew – Zvarych-Rosinski Bridge dedication on Saturday, May 17th. Be at the first cul de sac on the left in Foothill Crossing at 9:30 am. Park along the road. There is a 10-minute walk on the trail to reach the bridge. Please invite friends and family– this is a great way to see part of the trail and be part of the community too!
  • The Field School (our hosts) is sponsoring a speaking event & discussion, titled “Healthy Boys” by Joel Salatin of Polyface Farms at the Paramount Theater on the Charlottesville Downtown Mall on Saturday, May 17 at 10:30 AM.  Tickets are $12 for adults and $8 for students and available at http://www.theparamount.net/
  • The Field School is having their Second Annual Field School Triathlon on Sunday, May 18 from 8 to 10AM.
  • Virginia Broadband (Internet access) Survey: It is critical that all county residents and business owners, particularly those in rural areas, participate in the survey in order to establish important baseline data.  Available on-line at: www.wired.virginia.gov/broadband/broadband-survey.
