Crozet Community Association (CCA) Meeting Minutes

Welcome:  Tim Tolson, President, welcomed everyone at 7:33.  There were 24 members in attendance. 

Agenda Review:  David Wayland mentioned that he was given a community concern about the roads.  It was added to New Business.

Approval of last meeting's minutes (May 10, 2012): The minutes were unanimously approved on a motion to accept as presented by Phil Best and seconded by Lisa Goehler. 

Treasurer's Report (Emery Taylor): Emery reported that the bank account balance is $428.82 and that he had received three memberships to make a balance of $458.82.  Our account is at BB&T.

A Moment in Crozet History (Phil James): Phil James took us back Crozet High School in 1928.

Three items of interest were discussed from school newspaper.

1)   the behavior of the buses and the principal spoke to the boys of the school.

2)   Candy sale to help pay for the hot water heater. School Board would pay $15 of the $54 cost.  School had to fund the remaining $30.

3)   Soup and Cocoa.  Cocoa was served on Fridays for 5 cents a cup with the hot soup.

Presentation of Good Neighbor Awards: Tim Tolson presented the following awards to

1)   Scott Baker, the plaque read: “ Jonathan Scott Baker: In appreciation for his setting the highest example of sportsmanship, citizenship, and honor as president of Greenwood baseball and for his pivotal contribution to security to the future of the league.”

2)   Tom Loach, the plaque read: “ Tom Loach: In recognition and thanks for decades of frontline leadership, winning advocacy     and transformative service to the community of Crozet as Planning Commissioner, Volunteer Fireman, Crozet Community Association President, and his farsighted contributions to our master planning history.”

Update and Report on the Crozet Trails Crew (CTC) Crozet Trails Day on Sunday, October 21st.  (http://crozettrailscrew.org; Jessica Mauzy)  Jessica reported that the Greenway connector trail is getting more complete.  They have built a bridge and it is named the Joseph Taylor Bridge from the winner of the first 5K race.  More bridges are planned to be built.  Third Annual Crozet Trails Day will include tree planting.  There will be plenty of possibilities for other non-profit organizations to have fund raising that day. 

Updates and News from our supervisor, Ann Mallek:  Ann spoke briefly about June 30th storm and the trouble it brought to the community.  She spoke briefly on VDOT and the frustrations with VDOT.  September 18th the CCAC meeting will discuss the Streetscape plan in Crozet and the West Lake Development Plan.  An update on these projects from Trevor Henry, Albemarle County Director of Facilities Development was passed around for review. 

David Wayland shared the concern expressed to him about the roadway by DQ had a left hand turn and a right hand turn, but no straight ahead markings.  Also at Jarman’s Gap Road and Crozet Avenue, the new stop bar marking on Jarman’s Gap Road is so far back from Crozet Avenue that a vehicle does not have enough sight clearance to see oncoming traffic.  Most present echoed this concern and Ann Mallek promised to contact VDOT about getting these markings changed. 

Old Business:

·      Update on the Build Crozet Library fundraising (http://buildcrozetlibrary.org; Bill Schrader): Bill spoke on the six degrees separation.  All of us know someone who knows someone who is able to write a very large check in support of the new Crozet Library.  Encourage people to inform the library fundraising committee to seek interviews with these folks.  Organizations around Crozet are coming to the plate and making donations towards the new library.

·      Report on Crozet Independence Day Celebration June 30.  (Mike Marshall) Mike reported that the fireworks donations of this year will help provide the start-up money needed for next year.

·      Update on Crozet Historic District application process. (Mike Marshall)  Mike reported that the historic account needs about $1,400 to finish pay Arcadia Preservation/Jennifer Hallock for the report that’s been submitted to the state and federal agencies that approve the designation.

·      Update on Claudius Crozet Park including Grand opening of the pool dome, child care, skateboard trail, Work Day, and of course Arts & Crafts Festival (Kelly Strickland)  Kelly reported that the YMCA/PARC has gone over projections on memberships so far.  September 25th will be the date for the “dome raising” and will need lots of strong shoulders.  Child Care at the Park has been started for “Stay and Play Program”.  On October 19th the 9th graders from WAHS will be working in the park.  We need more adult supervisors.  Annual Fall Arts and Crafts Festival is October 13 and 14th.  This event supports the park and its activities.  Two 36-foot tennis courts are ready and there will be a tennis tournament for 10 and under.  The Park has raised almost 50% of the funding for two adult tennis courts.  Long-range pavilion design still in the planning stages.  Soon to have a perimeter trail around the park for walkers.

New Business:

·      The First Annual Crozet Culinary Competition for Charity on Thursday, September 20, 5:30 to 7:30 PM at the Lodge at Old Trail.   Volunteers are needed to help staff the event.  This is a fundraiser for the new Crozet/Western Albemarle Library and Claudius Crozet Park pavilion replacement fund (which needs raise $20K to augment insurance funds).

·       There are vacancies on several Albemarle County Boards and Commissions, several of which are specifically for White Hall District residents.  YOU are encouraged to apply. Welcome: Tim Tolson welcomed the 24 members present at 7:35 PM.

Agenda Review / Changes and additions from the floor:  ReStore’N Station and the Arts and Crafts Festival were added.

Approval of last meeting's minutes (March 8, 2012): The minutes were approved on a motion by Phil Best.

Minutes:  Jo Ann Perkins prepared the minutes.

Treasurer's Report (Emery Taylor):  The balance on hand as reported by Emery is $517.62.

A Moment in Crozet History (Phil James):  Phil James showed the first history of Crozet book.  It was a 1924 Spoke of the Wheel  annual of the Crozet High School.  Actually the students in the senior section never graduated from Crozet High School.  This annual was dedicated to Paul Goodloe McIntire, who helped finance the building of the High School.  Phil shared several advertisements and interesting tidbits about life in Crozet in 1924.

Presentation:  The new Crozet Library building project!  John Halliday, Director of the Jefferson‑Madison Regional Library and Bill Schrader, chair of the Build Crozet Library fundraising committee.   John Halliday confirmed that construction will start soon and the bids have come in lower than expected several years ago.  Bill Schrader spoke on the funding of the inside of the library.  It will be divided into 12 sections. Naming opportunities exist at a variety of donation levels.  Donations of all sizes are necessary to accomplish the goal of furnishing the new Crozet/Western Albemarle Library.   Be part of the story.   The committee has a website for news and way to give online – http://buildcrozetlibrary.org 

Updates and News from our supervisor, Ann Mallek:  Ann Mallek gave the following report

  1. CCAC has lots of applications for the openings
  2. Lease law has been passed.
  3. Bed and Breakfast, of using non-attached buildings, was passed.
  4. Making progress on wineries being able to serve food.
  5. Trying to privatize parts of the Ivy Landfill is still being discussed.
  6. CSX and the parking in the square is almost complete for the streetscape to begin.
  7. May 19, Swing Dance at American Legion in Shadwell to benefit veterans.

Old Business:

    Report on the touch-up the murals in the underpass in first week of April (Meg West)

Bob Kirchman was present to discuss the mural and when it was painted.  The funding for the mural was done by community members donated money and had their names printed on the mural.  Meg West reported that the mural renovation was complete.   The CCA received $100 in donations for the supplies for the mural renovation and Bob Kirchman reported that he’d spent $100 on supplies.

    Update on transferring CCA bank account to BB&T (Emery Taylor) Emery reported that the account at Bank of America would soon be closed.   The new account at Branch Banking and Trust (BB&T) has been opened and funds transferred.

    Update on Crozet Independence Day Celebration and Parade, June 30.  Volunteers needed to help with this event.  The Parade will assemble at 3 PM at Crozet Elementary and begin a 4.  Crozet Volunteer Fire Company will organize the parade again this year.  Please submit your paperwork if you plan to be in the Parade by June 1.  The Parade will end at the park and there will be food vendors and activities similar to last year.  Lock Jaw Band will play during the course of the evening.  Fireworks are planned for 9:30.

   Update on Crozet Historic District application process. Tim Tolson, Mike Marshall, and Sandy Wilcox composed a letter and sent it to all the landowners in the historic district.  They have received several donations to help pay for the historic district designation.  Ann Mallek proposed that she had monies left over from her campaign and she issued a challenges: she’ll match up to $500 in donations from landowners inside the historic district.

    Update on Jarman’s Gap Road tree-planting project (Jessica Mauzy) :  Jessica Mauzy mentioned the tree-planting project and the update with discussions with VDOT.  Then the discussion will have to be made with the individual landowners for the kind of trees.  October 21 is the date set for 20 tree plantings, as part of the Crozet Trails Day.

    Update on CCA website:  It’s live at:  http://cca.avenue.org   Tim Tolson said that it is ready to begin having information placed on the web.

     Other items:

Mary Rice reported that ReStore’N Station is on hold because of two lawsuits and awaiting the results of them.  She mentioned that a lawyer wanted the community to pressure the Board of Supervisors to re-vote the project.

New Business:   Good Neighbor Award :

Mike Marshall made the motion that Tom Loach be the recipient of this award.  Meg West seconded the motion and the motion passed unanimously.

Jo Ann Perkins made the motion that Scott Baker be the recipient of this award.  David Wayland seconded the motion.   Tim said that a community member suggested Scott, her recommendation:  He has worked SO hard this Spring to "SPIFF UP" Greenwood baseball.  He has toiled in the fields and labored on the fences – and people are commenting on how great it looks! (This was not true in past years).  Enthusiasm has picked up and the number of teams has doubled (from 2 to 4) so now it's a real "league".  And most importantly, he has tightened up the image and attitude – the kids are taking it seriously, learning a lot, getting in shape, tucking in their shirts, minding their manners – sportsmanship at its finest. He is a role model and a hero to the kids, and is quietly humble about his efforts .  The motion passed unanimously.

Mike Marshall volunteered to write the commentary for Tom’s and Tim Tolson would write Scott’s with input from the person who nominated him.  These awards will be presented at June 30, Independence Day Celebration.

Other items:  Jo Ann Perkins gave an update on the construction at Claudius Crozet Park and the Arts and Crafts Festival this weekend.  There will be 124 artists at the festival!

Tom Loach mentioned that there were a few raffle tickets left for the truck raffle by the Crozet Volunteer Fire Company.

Comments:  Ann Mallek spoke on the storm water retention basins in Crozet and how beautiful they will be to the community.  They are located next to the new Animal Wellness Center.  There completion is a first step in the Streetscape II project.

Minutes of the Crozet Community Association Meeting

Attendance:  31 people present.

Welcome/Agenda Review:  Tim Tolson, President, called the meeting to order at 7:30 and asked for any agenda additions or revisions.  Several were offered.

Minutes of March 16, 2011:  The minutes were corrected to read that the meeting was called to order at 7:35 PM.  The minutes were approved as changed.

Treasurer’s Report:  Emery Taylor, Treasurer, reported that the balance in the bank is $502.42 and that the signs ($1654.50) have been paid and are already installed.

Moment In History:  Phil James gave a timely history moment about his recollection of “4th of July” in Crozet.  He showed a collage’ of pictures taken in Crozet on July 4th 50 years ago.  He recalled the parade going from Crozet High School to the park.  Raffle tickets were for 35 cents to 50 cents for such things as a refrigerator or radio or even a 250-pound hog.  He recalled the “greased pig” race and other notable activities.  Thanks to the fireman, the Downtown Crozet Association, the Crozet Park Board, CCA, and many other organizations, the 4th of July celebration will continue as a Crozet tradition.

Featured Speaker: Ms Joyce Stratton of People Places, a local foster care & adoption agency.  There are in Albemarle County and Charlottesville 249 children in need of foster care. There are 5,294 children in Virginia.  June 6th she will have a foster care orientation program at 1002 East Jefferson Street.  There are many ways to help: short term foster, mentoring, adopting, long term foster care, making a difference. Old Business:

Update on Crozet Trails Crew:  website: crozettrailscrew.org    Jessica Mauzy reported that this Sunday, May 15 at 8:30 AM, the trails Crew will be working on the GreyRock project.  Second workday for the project is June 4th.  Hopefully a lot of GreyRock neighbors will come to help.  She showed the graphics of the Trails Crew T-shirt that will be given to everyone who puts in “sweat equity” into the Trails’ projects. Next CCAC meeting, May 19, will be dedicated to a discussion to help the program to allow school children to walk to school. Save October 15th, for the second annual Crozet Trails Day, which will be a walk and bike around Crozet. She is hoping for a lot of cool activities going on by Crozet businesses and organizations to support such an event. 

Crozet Entrance Signs: Tim Tolson reported that the signs are paid for and are already erected at the respective locations.  Karl Pomeroy, President of the Crozet Lions, described the landscaping that the Lions Club will do around each sign as well their commitment to maintaining that landscaping.

July 4th Plans:  Mike Marshall gave the following tentative schedule:
July 2nd – 4 PM Parade to begin at Crozet Elementary School, end at Claudius Crozet Park
5 PM Activities at the Park, representatives from different organizations and businesses
9:30 PM Fireworks.

One activity planned is a softball game on the ball field between the Fire Company and the Peach Tree Coaches.

The night before activities at the Park will be a Swing Dance at the park—July 1 featuring Salute to Swing band that played here in February.

There are a variety of committees already meeting to plan the whole event.  Others are encouraged to join in the planning to make this an old-fashion hometown family event.

Re-Store’N Station Update: Sandra Mears, a resident of Free Town Road, gave a brief history of the project and the community concerns.  May 16th is the ARB meeting at the County Office Building (1-4 PM) to discuss the second floor issue.  Frank Calhoun of Scenic Virginia is requesting that county should be consistent and respectful of the neighbors.  He discussed the issue of the Traffic Study done in 2009, but not made public until recently. 

New Library/Parking:  Bill Schrader showed a map of the footprint of where the new library will be built and the parking lot.  He also pointed out where the Claudius Center will be in respect to the new library.  He also gave a brief history of the project and that the county is preparing for a “soft bid” on the project.  Hopefully the Board of Supervisors will feel the need to go ahead with the project or otherwise, it will go back into the pool of projects until 2016 to be re-evaluated with the many other CIP projects.  He also showed an artist’s rendering of what the new library would look like.

Crozet Park/PARC Pool Dome Fundraising:  Heidi Sonen reported that $33,400 more is needed for the community fundraising. To meet the $200,000 goal in order to receive the matching grant funds.  Over $100,000 of professional expertise has already been donated in kind to this project.  A project that might have been at a cost of $1.2 million is happening in Crozet for $600,000.  PARC have applied for major grants and the PARC should know more in June if the grants will be rewarded.  Jo Ann Perkins mentioned that the Arts and Crafts Festival this past weekend was a success and there is another Arts and Crafts planned for October 8th and 9th.  Plan to volunteer to help with this community fundraising for the park.

Jarman Gap Road Closure:  Tim Tolson reported from a conversation with Lee Catlin that Jarman’s Gap Road will close for about 2 ½ months.  This will be a different spot that the last time Jarman’s Gap Road was closed.  This is for the box culvert installation where Powell’s Creek crosses Jarman’s Gap Road near Haden Lane.

Green Olive Tree:  Jo Ann Perkins reported that the Green Olive Tree had moved its business from Old Towne Shoppes Center to across from Music Today.  She thanked the community for their kind donations in items to be resold back to the community.  The proceeds from these sales go into many community projects.  This is a great place to volunteer.

New Business:

Charlottesville Airport (CHO): Bill Schrader presented a drawing of the airport and the extension of the 800 feet of runaway that is being added.  This is costing $39,600,000.  He explained the physics of the humidity and the jet fuel for the small regional jets that are the main jets in and out of CHO.  On high humidity, high heat days, the current runway is not long enough for safe takeoff, so flights are cancelled.  This runway extension is not so larger jets can land and takeoff, they already can. Air Force One landed here for President Obama’s visit.  The airport authority is upgrading a lot of their services to attract more airlines and traffic.  He compared the difference in cost of flying out of Charlottesville as compared to flying out of Richmond and encourages everyone to compare costs and use their local airport.

Crozet Afghan Fundraising: Doug Castle spoke on designing a Crozet afghan to raise funds.  There has already been a Crozet afghan done by the fire company’s ladies auxiliary.  Time for another one?  More information to come.

Supervisor Update:  Ann Mallek sent her regrets at being unable to attend tonight’s meeting.   She has spoken with VDOT about changing several speed limits in Crozet entrance corridors for safety reasons, for example along Crozet Avenue near the Meadows entrance.

Correspondence:  Thank you note from WARS for the donation from the Swing Dance Fundraising.

WAHS Cross Country: Kim Conley announced that the WAHS Cross Country Team will have a new cross-country trail.  June 5th will the first public debut of the trail.  She also reminded us of the letter carrier food drive this Saturday.

Fun Run: Heidi Sonen announced May 21st is a Fun Run at Crozet Elementary to raise funds for a counselor at Crozet Elementary.

Fireworks Donation: David Wayland made a motion to amend the March 12 motion about donating $200 to the Crozet Welcome Signs to donate that $200 to the July 4th fireworks fund since the Crozet Welcome signs were now fully paid.  The amended motion was seconded by Lisa Goehler, and pass unanimously.

CCAC Meeting: Next Crozet Community Advisory Council (CCAC) meeting is May 19th at the Meadows Community Complex at 7 PM.  The meeting will focus on discussing how to foster and get permission for students to walk to school.

A Round Of Thanks:  Tim Tolson requested that we show appreciation to Mike Marshall for his four years of dedication as chairman of the CCAC and his guidance of the community through the Master Plan of Crozet.  There was a standing ovation for Mike.
