Planning is underway following the February 19th CIDC meeting at King Family Vineyard.

Old Business

Hanging Baskets – Crozet Avenue Muff Biber and Tim Tolson are working with Albemarle County Facilities and Environmental Services department on a draft contract.  The aim is to have flower baskets as soon as possible.

1. Call to Order, Agenda Review, Introductions (3 minutes; Michael Monaco, Chair)

2. Approve meeting minutes (Draft CCAC meeting minutes from March 11, 2026, 2 minutes; Michael Monaco, CCAC chair)

3. County Budget Feedback (30 minutes, Michael Monaco, Chair) – time to discuss feedback to the Board of Supervisors on the proposed FY27 County Budget and how it reflects priorities and projects in the Crozet Master Plan.

4. Elections (10 minutes; Allison Wrabel, Community Connector)

5. Board of Supervisors/Planning Commission Liaison Updates (15 minutes) – this is time reserved for liaisons to share community announcements and project/policy updates.

  • Staff liaisons will be prepared, working with chairs to set agendas and provide necessary information.
  • Committee members will come prepared having read provided materials.
  • We will respect everyone’s time by starting and ending on time. We will work to set and follow agenda topic time allotments.
  • Everyone is responsible for helping to stay on topic. Speak up if you feel like we’re getting off track and need to move an issue to a “parking lot” for possible future discussion.
  • Everyone is encouraged to participate. You may be asked to share what you think, or we may ask for comments from those who haven’t spoken. It is always OK to “pass” when you are asked to share a comment.
  • Listen respectfully, without interrupting. Listen actively and with an ear to understanding others’ views.
  • One person speaks at a time. If you think you will forget an idea or question that comes to mind, write it down.
  • Challenge ideas, not individuals.

2026 March 3 CCA meeting minutes

Welcome. Bill O’Malley (CCA President) welcomed the attendees.

Agenda Review / Changes and additions from the floor? There were changes or additions from the floor

Approval of the CCA’s last meeting’s minutes (January 6, 2026) with Steve Walsworth making the motion, and Jo Ann Perkins seconding it.

CCA Leadership: The Crozet Community Association (CCA) meeting began with the introduction of new officers, including Bill O’Malley as President, Lisa Goehler as Vice-President, and Rashmi Ghei as Secretary. Tim Tolson, the outgoing CCA President, will remain on the Board as Treasurer.

The CCA board took a few minutes to honor Jo Ann Perkins, the outgoing secretary, for her decades of volunteer work in Crozet.  A plaque was presented to Jo Ann inscribed with the following in recognition of her service to the Community:

In grateful recognition of a lifetime of service to the  Crozet Community as an Educator, Leader, Volunteer and CCA Board Member.

Treasurer’s Report –  (2026 Dues: Still just $10 annual contribution!) Tim Tolson Treasurer reported the amount in the bank belonging to the CCA is $3,732.26, for the CIDC it is $12,135.32, for a total of $15,867.58.

Presentation by the Crozet Trails Crew (Gary Kuhns, President of the Crozet Trails Crew) provided an in-depth overview of recent and upcoming trail projects, including the Lickinghole Creek Bridge construction and the extension of the Powell’s Creek trail north of Brampton Brook Lane.  The Trails Crew will begin fundraising again for the Lickinghole Creek Bridge Project once cost estimates from the structural engineer are received. They are proceeding with obtaining County permits (environmental and building).  They are looking to update and improve their website and seeking volunteers with website design experience.  They continue to recruit volunteers for work days, the 5K/10K event held in October, and publicity/newsletter tasks.

Steve Walsworth and Constance Wenger (via zoom) updated the board on the outcome of the Windy Knoll (ZMA-2025-00007) Planning Commission meeting that was held on February 10, 2026. The developer sought to rezone 3 acres from R1 to R6 to build 22 units. The meeting highlighted issues with density imbalance, lack of connectivity between parcels, stormwater management, right of way easements, and private road responsibilities. Five out of the six planning commissioners were not in favor of the current plan. The developer, based on the concerns expressed by The Planning Commission, deferred their application.

Ann Mallek, our county supervisor, provided an update on the county budget process and encouraged community involvement in upcoming public hearings.  A lot of agencies need community support; the budget shows where our values are.  She mentioned the upcoming BOS meeting on March 4, 2026 where the AC44 zoning modernization priorities/recommendations will be presented.  She also encouraged community members to submit comments and suggestions on the Three Notched Trail route via the county website.

Community Members: Several community members introduced themselves and shared their interests in various local issues.

    • The Crozet Board of Trade donated a total of $6,000 to the Downtown Crozet Initiative, CVFD, WARS, and the Crozet Trails Crew, Fellowship Church, and the CCA!

  • Hanging Baskets along Crozet Avenue in downtown Crozet.  Muff Biber, Tim Tolson, and Chelsea Powers (president of Crozet Board of Trade) are working on the details of draft contract from the Albemarle County Facilities and Environmental Services department.  The aim is to have flower baskets as soon as possible.

New Business

Discussed plans for increasing CCA membership and improving community engagement through virtual meetings.

  • Recruit volunteers for the CCA membership committee to increase membership and engagement.
  • Set up an improved Zoom/camera system for better remote participation in future meetings.
