Crozet Community Association (CCA) Meeting Minutes

Welcome: Bill O’Malley (CCA President) welcomed the 14 attendees attendees.

Agenda Review: There were no changes or additions from the floor. Bill O’Malley making the motion, and Steve Walsworth seconding it.

CCA’s last meeting’s minutes (March 3, 2026) were unanimously approved with no changes or additions.

Treasurer’s Report: Dues are still just $10 for 2026.
The amount in the bank belonging to the CCA is $3,838.92, for the CIDC it is $7,998.02 for a total of $11,836.94.

Ann Mallek, our county supervisor, and Lonnie Murray, our planning commissioner, participated in the school buildings and capacity discussion. 

Presentation on Status of our School Buildings and School Capacity (Heidi Gilman Bennett, Albemarle County Public Schools – Family Council & Allison Spillman – At-large School Board Member) provided an in-depth overview on the status of our school buildings and school capacity, and whether the community was ready for future growth.  The majority of students in ACPS attend school in a building that is now overcrowded; 80 trailers (“learning cottages”) have been in use – Western Albemarle High School (WAHS) currently has eight trailer classrooms, with another eight expected next year.  This may impact athletic fields and parking spaces; Center 2 will open next fall with a capacity of 400 students but will mostly serve Albemarle High School (AHS) students; the average age of a school building is over 50 years old; and buildings are not accessible to students with disabilities. They lead a community discussion on possible solutions – special tax district, bond referendum, public-private partnership, 1 cent sales tax, etc., and there was a lengthy discussion about the data used to estimate the number of students expected from proposed new housing developments.    

Bill O’Malley updated the community on the outcome of the Beaver Hill Mobile Home Park (ZMA-2024-00007) Planning Commission meeting that was held on April 28, 2026. The developer sought to rezone 23.02 acres of the 47.38 acres from Rural Areas (RA) to R4 to expand the mobile home park by an additional 49 units. The meeting highlighted issues with riparian buffer disturbances and watershed impacts to Beaver Creek Reservoir (supplies water to Crozet), and expansion of the growth area.  Four out of the six planning commissioners were not in favor of the current plan.

 Old Business:

  • Crozet Independence Day Celebration 
    • The Crozet Board of Trade donated a total of $6,000 to the Downtown Crozet Initiative, CVFD, WARS, and the Crozet Trails Crew, Fellowship Church, and the CCA!
    • Mark your calendar for the 250th anniversary of USA independence on July 4, 2026!
  • Hanging Baskets along Crozet Avenue in downtown Crozet.  Muff Biber, Tim Tolson, and Chelsea Powers (president of Crozet Board of Trade) are working on the details of draft contract from the Albemarle County Facilities and Environmental Services department.  The aim is to have flower baskets as soon as possible.

Community Members: Several community members introduced themselves and shared their interests in various local issues.
