Welcome: Tim Tolson, President, welcomed 17 members at 7:30 PM.

Agenda Review/Changes and additions from the floor: There none

Approval of the CCA’s minutes of January 14, 2021:  Lisa Goehler made the motion to approve and Ann Mallek seconded.  All approved the motion.

Treasurer’s Report: (2021 Dues: $10 annual contribution). Tim reported that there was a total of $19,661.03 in the CCA bank account, of which $2,843.14 is CCA funds and $16,817.89 were committed to the Crozet Independence Day Celebration (CIDC) fund. Tim Tolson apologized for not yet having made the planned donations to local charities yet.  Should be complete in a couple of weeks.

Presentation:  What’s involved in Crozet becoming an incorporated town?   Drew Williams, AICP; Chief Executive Officer, The Berkley Group.

Drew gave an excellent report of the process by introducing who the Berkley group is and how the process works.  Boundaries to become incorporated begins the process.  He gave a summary of What Is a Town.  This led to What a Town Can Do, different from a county and a city.  What Is the Process includes much legal work. Many steps to How to Become a Town including petitions from community members supporting.  Also, What Is the Process includes the specific services the town will address by definition of its charter.  There are many unknowns including land use, land zoning, boundaries, taxes and cost, and other services the town will supply.

Yes, the residents will pay county taxes as well as town taxes.  Interesting that there has only been one new town since 1990 and many cities have reverted to towns and some towns are now part of counties.  He opened the floor to questions and there were lots of questions.  Most comments heard was that Crozet has one voice on Board of Supervisors, Ann Mallek, where other growth areas of the county have two or more supervisors representing their area.  How can Crozet improve that level of communication with BOS?  Many more questions:  about time, money, process, and it polarizing folks.  Will the community really gain a higher quality of life in Crozet community if its a town?

Updates and News from Ann Mallek, White Hall District supervisor:

Ann reminded us that September 14 Crozet Master Plan is going to the Planning Commission.  At the end of this, under new business, is where everyone can communicate their wishes for the revised Crozet Master Plan by the method they choose.

Old Business:

  • Re-cap of Crozet Independence Day Celebration held on July 3, 2021. Celebration went very well and soon donations will be given to specific civic organizations.

New Business:

  • IF there is a Crozet Independence Day Celebration, it will be Saturday, July 2, 2022.
  • Crozet Master Plan revision – Prepare for the public hearing at the Planning Commission regarding the final draft of the Crozet Master Plan on Tuesday, September 14 at 6pm.

Announcements –  

  • Commercial Hazardous Waste Collection – Thursday, September 23, 2021.  Qualifying businesses* must pre-register with MXI Environmental by September 17th to obtain an appointment.  To Register, call or email Peggy Snead at (276) 628-6636, extension 203 or peggys@mxiinc.com.” There is a fee associated with disposal.
  • Household Hazardous waste on Friday & Saturday, September 24 and 25 from 9AM to 2PM at IMUC
  • Bulky Waste Amnesty days:
    • Furniture/Mattresses – October 2, 2021
    • Appliances -October 9, 2021
    • Tires -October 16, 2021
  • Electronic Waste Collection Day– Saturday, September 18, 2021 from 9 A to 3P at IMUC

There was no CCA meeting on March 3 nor May 13, 2021 due to COVID-19 pandemic.
There was no meeting on 11/11/2021 and the January 13, 2022 meeting only had two members of the public and two CCA officers so was adjourned immediately, before the Agenda Review.
These minutes were unanimously approved by those attending the next CCA meeting on March 10, 2022.
