3. Community Meeting: ZMA202400007, SP202400021, and SE202400020 Beaver Hill Manufactured Home Park. (David Benish, Albemarle County Community Development; 45 minutes)

LOCATION: 4783 Beaver Hill Lane
PROPOSAL: Rezone 24 acres from Rural Area to R4 Residential with a special use permit to bring existing manufactured home park into compliance and to add 53 additional units.
PETITION: A request for a special use permit under section 18-15.2.2.14 for a manufactured home park on a 49.38-acre parcel. The property is currently a non-conforming manufactured home park with 47 units. The proposal seeks to bring the property into conformance and to add a leasing office and 53 additional units for a total of 100 manufactured homes at a gross density of 4.17 units/acre. Associated with the request are several special exceptions to the manufactured home park regulations outlined in Section 18-5.3.
ZONING: RA Rural Areas – agricultural, forestall, and fishery uses; residential density 0.5 units/acre in development lots

Treasurer’s Report (Dues are still just $10 for 2024!)

Albemarle County Police Department (ACPD) may visit and give an update. (Evening Patrol Division).

Update and News from Ann Mallek, our county supervisor.

Update on Downtown Crozet Initiative (DCI) and Crozet Plaza (Tim Tolson)

 Old Business:

  • Crozet Independence Day Celebration, 
    • Next Crozet Independence Day Celebration will be the Saturday AFTER July 4th, which is, Saturday, July 5, 2025.   We’ve checked with CVFD and they will do the parade then too!
  • Hanging Baskets along Crozet Avenue in downtown Crozet.  Muff Biber, Tim Tolson, and Chelsea Powers (president of Crozet Board of Trade) are working on the details of draft contract from the Albemarle County Facilities and Environmental Services department.  The aim is to have flower baskets hung by next spring (2025).

New Business

  • At our next regular meeting (January 9, 2025) we have the election of CCA officers for 2025. Nominations are open for President, Vice President, Secretary, and Treasurer.  Current  officers are: President: Tim Tolson, Vice-President: Lisa Goehler, Secretary: Jo Ann Perkins, and Acting Treasurer: Tim Tolson.  Candidates must be present at the January 9, 2025 meeting or have spoken with a current officer about their willingness to serve if elected (Article II of the Bylaws).

2024 September 12 CCA meeting minutes

September 12, 2024 meeting

Welcome by Tim Tolson, president of the CCA at 7:43 PM.  Six members present.

Agenda Review / Changes and additions from the floor?  There were none.

Approval of the CCA’s last meeting’s minutes (March 14, 2024).   Asia Weakley made the motion to approve. Christen Bird seconded.  Motion carried.

Treasurer’s Report –  (2024 Dues: Still just $10 annual contribution!) Treasurer’s report was accepted.
  CCA: $2,999.59; CIDC:  $6,600.37; TOTAL: $9,599.26

Albemarle County Police Department (ACPD) may visit and give an update. (Evening Patrol Division) ACPD officers were not able to come.  Several expressed concern about the homeless in Crozet.  Reports of at least three possible homeless persons in Crozet.

Update and News from Ann Mallek, our county supervisor. Great news that Charlottesville city and Albemarle county will be doing more joint planning.  She talked briefly about the Comprehensive planning (AC44) and additional informative meetings.  Board of Supervisors (BOS) on recent purchased land, affordable housing, housing available in different sizes and affordability.  Public and private partnerships are moving forward. 

 Old  Business:

  • Crozet Independence Day Celebration!
    • Success!  Everyone reported having a great time and loved having the event at King Family Vineyards.  We’ve had 2 de-brief meetings from the event.
    •  We raised nearly 98% of our $40,000 goal!
    • Next Crozet Independence Day Celebration will be the Saturday AFTER July 4th, which is, Saturday, July 5, 2025. We’ve checked with CVFD and they will do the parade then too!
    • Good suggestions for improving the event, including have printable sticker if pay for entry before the event.
  • Hanging Baskets.  Muff Biber, Tim Tolson, and Chelsea Powers (president of Crozet Board of Trade) are working on the details of draft contract from the Albemarle County Facilities and Environmental Services department.  The aim is to have flower baskets hung by next spring (2025).
    • Watering these baskets through sponsorships was suggested. Businesses might take care of watering the basket outside their store.
  • Tim updated us on downtown Crozet, especially the Plaza and Downtown Crozet Initiative from an email that Frank Stoner sent to him. Frank Stoner and Dave Stoner (not related) gave us at update in May.  A suggestion was made for the local Boy Scouts and Girl Scouts troops, and 4-H clubs to volunteer on this project.

New Business:

  • One suggestion was possibly the Center might put a satellite set of events in Crozet. 
  • Discussion about we get the Neighborhood Watches in the neighborhoods again.

Update:  Three Notched Trail (Allie Hill).
It began as a project of the Rivanna Trails Foundation (RTF), a non-profit established in 1992 with a mission to “promote, create and protect pathways, trails and greenways in the Rivanna River Watershed”.

It’s in the planning stages as a trail.  Planned as a two-year project to define the trail corridor, that goes from the Rivanna Trail in Charlottesville to Waynesboro via the Blue Ridge Tunnel trail. The designated trail is about approximately 25 miles long.

  • Crozet Community Health Fair – First annual! Saturday, September 14, 2024 from 10:30 AM to 4:30 PM at Claudius Crozet Park. Sponsored by Paul’s Ivy Episcopal Church
  • Crozet Trails Crew (CTC) – The CTC is still cleaning up the damage from Debby. SIGN UP HERE to help repair two bridges on the Crozet Connector Trail, this Saturday, 9/14 at 9AM.
  • The Green Olive Tree has a new home! Across the street at the Music Today building. Read all about it in the Crozet Gazette.  Please check them out and become a volunteer.  It Is a Crozet shop that has been In business for 45 years and a big celebration on September 28 at 10 AM
  • Household Hazardous waste on Friday & Saturday, September 20 & 21 from 9AM to 2PM at Ivy Solid Waste & Recycling Center – websitehttp://www.rivanna.org/hhw/
    • Bulky Waste Amnesty days
      • Furniture – September 28, 2024
      • Appliances – October 5, 2024
      • Tires – October 12, 2024.
  • Commercial Hazardous Waste Collection Day– Thursday, September 19, 2024
    • Qualifying businesses must register with MXI Environmental to obtain an appointment. To Register, call or email Peggy Snead at (276) 628-6636, extension 203 or peggys@mxiinc.com. There is a fee associated with disposal.

    at 300 Albemarle Square Shopping Center, Charlottesville (the old Northside Library location)
