Updates and Discussion: The Square improvements, Downtown Crozet Initiative (DCI), the Three-Notched Trail, Crozet Park and the “Welcome to Crozet” signs  (Tim Tolson)

 Old Business:

  • Crozet Independence Day Celebration
    • Saturday, July 5, 2025 was the Crozet Independence Day Celebration at King Family Vineyard.  It was very successful and we thank all the folks who donated to the event and/or to the fireworks – especially to the King family and staff who put in so much time and effort to help it be so successful.
    • Mark your calendar for the 250th anniversary of USA independence on July 4, 2026!
  • Hanging Baskets along Crozet Avenue in downtown Crozet.  Muff Biber, Tim Tolson, and Chelsea Powers (president of Crozet Board of Trade) are working on the details of draft contract from the Albemarle County Facilities and Environmental Services department.  The aim is to have flower baskets as soon as possible.
  • Lisa Goehler proposed that we investigate the possibility of moving our meeting to the Crozet Library. It will require the meeting to be when the library is available, so it will require a change of meeting time and day of the week.  We agreed to investigate times and day of the week with the Crozet Library and discuss at the next meeting (this one on November 13) as if it were a resolution.  We will aim for the first meeting in Crozet Library to be in January.  Lisa  also asked about whether it would work for it to be both an in person and a Zoom meeting.

New Business

  • At our next regular meeting in January 2026, we have the election of CCA officers for 2026. Nominations are open for President, Vice President, Secretary, and Treasurer.  Current  officers are: President: Tim Tolson, Vice-President: Lisa Goehler, Secretary: Jo Ann Perkins, and Acting Treasurer: Tim Tolson.  Candidates must be present at the January 2026 meeting or have spoken with a current officer about their willingness to serve if elected (Article II of the Bylaws).

Announcements: 

  • Spots are open on the Crozet Community Advisory Committee! Apply at or share this link https://www.albemarle.org/government/board-of-supervisors/boards-commissions and click on “Apply to Serve” on the right-hand side.
  • Crozet Park Winter Brews Festival, Saturday, December 6, 2025 from 12 Noon to 5:00 PM. Tickets are available now!  Live music, food trucks & more. The Crozet Winter Beer Fest will be FREE to the public his year! Information at: http://www.crozetbeerfest.com/
  • Crozet Volunteer Fire Department Christmas Parade, Saturday, December 6 at 2:00 PM. Lineup is at 1:00 PM at Crozet Elementary. Organized by the Crozet Volunteer Fire Department. (Schools are prevented from participating on Sunday parades per the VHSL rules. By switching it to Saturday allows, cheerleading, squads, marching bands, etc. to be able to participate.) The parade ends at the firehouse, 5652 Three Notch’d Road, with refreshments, Santa for pictures and activities for the children.
  • Crozet Holiday Market Crawl, Saturday, December 6 from 10 AM to 4 PM. Plan to come early for breakfast at downtown establishments or grab a bite from one of the festive food vendors there for the special shopping day.

Welcome.By Tim Tolson, President.  Nine people present.

Agenda Review / Changes and additions from the floor? There were none.  

Approval of the CCA’s last meeting’s minutes (July 10, 2025).    Tom Loach made a motioned to accept as presented and Eric Schmitz seconded it..  Motion passed unanimously with one abstaining.

Treasurer’s Report –  (2024 Dues: Still just $10 annual contribution!)
 CCA:$3,182.73; CIDC: $12,930.22   TOTAL: $16,112.95    

Albemarle County Police Department (ACPD) may visit and give an update. (Evening Patrol Division). Two members of the ACPD were present (Officers Davis & Officer Snodgrass) and encouraged us to lock our vehicles.  Do not give thieves slightest opportunity to steal.  They cited several examples.  A question was asked: Can Police Academy be renewed for Crozet?  It is available for the county, not just Crozet.  Submissions were due in February of this year.

Update and News from Ann Mallek, our county supervisor. Ann gave us some updates on Comprehensive Plan for Albemarle County.  She encouraged each person to attend meetings and take part in the process.  (AC44 items are below in “Announcements”).

Presentation on the Downtown Crozet Initiative (DCI) (Joe Fore, DCI). Joe gave a presentation on what has been done in Phase 1 and deadlines in the whole process.  Concern was expressed for parking and being able to use the area as a customer. Working on the different partnerships as to who does what.  History of Crozet is planned to be emphasized.  2026 signage plan for the area.  Tractor/trailer traffic mentioned.

Presentation Land Use Matters of the Piedmont Environmental Council (PEC) (Rob McGinnis, Senior Land Use Field Representative). To be aware of, and weigh-in on land use policy for the whole county, as well as for Greene County. Rob talked about bio solids on the ground and air pollution with generators.  Plans to control loudness and rooftop solar topics are heavy on their agenda.  The supervisors are considering plans applicable to data research centers. 

 Old  Business:

  • Update on the four resolutions of the CCA (WPO resolution, Montclair Stream resolution, Eastern Avenue resolution, and AC44 resolution.  Reading of the resolutions into the Board of Supervisor minutes on August 6, as well as comments from CCA members at this BOS meeting.
  • A motion was made by Eric Schmitz and seconded by Carol Fairborn at the CCA’s July 10 meeting.  The motion passed unanimously. This is now the fifth resolution of the series.Resolutions of the CCA, as required by its bylaws (Article VII), require presentation at a second regular CCA meeting for discussion and vote, and if accepted, are adopted. The second vote on this new resolution is at the September 11, 2025 meeting.
  • Another resolution was added to these four.   The resolution was on the developer being consistent with county, state, and federal laws and be reviewed by outside experts.  A motion was made by Eric Schmitz and seconded by Carol Fairborn.  The motion passed unanimously.  
    • RESOLUTION:  “Due to information that the developer of Montclair was intending to bury the stream when he told the county that he would not, as part of the rezoning hearing on February 21, 2024 , the community of Crozet says it is time to rehear the Montclair zoning map amendment.Second, the community of Crozet respectfully requests that, prior to granting a land disturbance permit to the Montclair site developer, Albemarle County engage a competent outside, independent legal counsel to review and advise the County and community on how the provisions of the Water Protection Ordinance apply to the stream buffers on or adjacent to the Montclair site.This review should include, but not be limited to, a recommendation on how the County should enforce compliance with the WPO given that the stream was buried by the Montclair developer without the local permits required by the Water Protection Ordinance.”
  • No motion to pass this resolution was offered, so the resolution is tabled. Stay tuned and voice opinions.
  • Public comments were made at the September 3, 2025 BOS meeting by the CCA president.
  • Crozet Independence Day Celebration!

2025 July 10 CCA meeting minutes

Welcome. Tim Tolson, President, welcomed 27 members at 7:35 PM.

Agenda Review / Changes and additions from the floor?  No changes.

Approval of the CCA’s last meeting’s minutes (May 8, 2025).    Bill O’Malley made the motion to approve the minutes as presented. Seconded by Kimberly Gale. The motion passed unanimously.

Treasurer’s Report –  (2024 Dues: Still just $10 annual contribution!)
           CCA: $3,641.04; CIDC:  $13,945.65; TOTAL: $17,586.69.    Motion to pass the treasurer’s report as given was made by Bill O’Malley and seconded by Kimberly Gale.  The motion passed unanimously.

Update and News from Ann Mallek, our county supervisor. Ann apologies, but she cannot be at this meeting, she has another meeting to attend. 

Updates and discussion about the “Montclair” stream, OakBluff/Eastern Avenue, and AC44 (Eric Schmitz, Bill O’Malley, & Tom Loach).   Eric Schmitz presented a through discussion of the resolutions.  Much discussion from the membership.  What can CCA do?  How do we get the Board of Supervisors to listen to our community concerns?  Sign up sheets were passed for members to sign up to several Board of Supervisors meetings and to be on a steering committee to coordinate Crozet citizens concerns.

 Old  Business:

The four resolutions were each unanimously supported.  The second vote on each of these resolutions is at this July 10, 2025 meeting.
      • The WPO resolution: motion to accept was made by Jennifer Holbrook and seconded by Tom Loach. The motion passed unanimously.
      • The Montclair Stream resolution: motion to accept was made by Jennifer Holbrook and seconded by Tom Loach. The motion passed unanimously.
      • The Eastern Avenue resolution: motion to accept was made by Rashmi Ghei and seconded by Heidi Brown. The motion passed unanimously.
      • The AC44 resolution: motion to accept was made by Lee Gale and seconded by Tyler Gayle. The motion passed unanimously.
  • Another resolution was added to these four.   The resolution was on the developer being consistent with county, state, and federal laws and be reviewed by outside experts.  A motion was made by Eric Schmitz and seconded by Carol Fairborn.  The motion passed unanimously.  
    • “Due to information that the developer of Montclair was intending to bury the stream when he told the county that he would not, as part of the rezoning hearing on February 21, 2024 , the community of Crozet says it is time to rehear the Montclair zoning map amendment.Second, the community of Crozet respectfully requests that, prior to granting a land disturbance permit to the Montclair site developer, Albemarle County engage a competent outside, independent legal counsel to review and advise the County and community on how the provisions of the Water Protection Ordinance apply to the stream buffers on or adjacent to the Montclair site.This review should include, but not be limited to, a recommendation on how the County should enforce compliance with the WPO given that the stream was buried by the Montclair developer without the local permits required by the Water Protection Ordinance.”
  • Resolutions of the CCA, as required by its bylaws (Article VII), require presentation at a second regular CCA meeting for discussion and vote, and if accepted, are adopted. The second vote on this new resolution will be at the September 11, 2025 meeting.

The meeting broke up after discussion of this resolution and before the rest of old business (e.g., the Crozet Independence Day Celebration) and Announcements were made.

  • Crozet Independence Day Celebration!
    • Saturday, July 5, 2025 was the Crozet Independence Day Celebration at King Family Vineyard. It was very successful and we thank all the folks who donated to the event and/or to the fireworks – especially to the King family and staff who put in so much time and effort to help it be so successful.
    • There is still time to donate to the fireworks , because we have to pay the deposit on next year’s fireworks (on July 4, 2026!) this year: https://www.gofundme.com/f/2025-crozet-independence-day-fireworks or https://bit.ly/CIDC-Fireworks25
  • Hanging Baskets.  Muff Biber, Tim Tolson, and Chelsea Powers (president of Crozet Board of Trade) are working on the details of draft contract from the Albemarle County Facilities and Environmental Services department.  The aim is to have flower baskets hung  as soon as possible.

Treasurer’s Report (Dues are still just $10 for 2025!)

Albemarle County Police Department (ACPD) may visit and give an update. (Evening Patrol Division).

Update and News from Ann Mallek, our county supervisor.  Ann apologies, but she cannot be at this meeting, she has another meeting to attend.

Updates and discussion: The “WPO” resolution, “Montclair” stream resolution, Eastern Avenue resolution, and the AC44 resolution (Eric Schmitz, Bill O’Malley, & Tom Loach). 

 Old Business:

  • Resolutions of the CCA, as required by its bylaws (Article VII), require presentation at a second regular CCA meeting for discussion and vote, and if accepted, are adopted.  The first vote on these four resolutions was at the CCA meeting on May 8, 2025.  The four resolutions were each unanimous supported.  The second vote on each of these resolutions is at this July 10, 2025 meeting.
