Agenda
1. Call to Order, Agenda Review, Introductions (5 minutes, Allison Wrabel, Albemarle County Staff Community Connector)
2. Approve meeting minutes (Draft May 14, 2025 CCAC meeting minutes; 2 minutes; Michael Monaco, CCAC chair)
3. Community Meeting – ZMA-2025-00007 Windy Knoll (45 minutes; Syd Shoaf, Albemarle County Senior Planner II)
MAGISTERIAL DISTRICT: White Hall
TAX MAP/PARCEL: 05600-00-00-096A0, 05600-00-00-096B1, and 05600-00-00-096B2
LOCATION: 320 and 325 Windy Knoll Lane
PROPOSAL: Rezoning from R-1 Residential to R-10 Residential. This is a request to rezone 3 parcels for a total of 3.15 acres from R-1 Residential to R-10 Residential. The most helpful documents at that link are the Narrative, Conceptual Plan, and Draft Proffer Statement.
A quick overview of the purpose of a community meeting:
A Community Meeting is required for all Zoning Map Amendment (ZMA, also known as a rezoning), Special Use Permit (SP), and Compliance with the Comprehensive Plan (CCP) applications.
A Community Meeting is an in-person opportunity for:
-the applicant to provide information and answer questions about a proposed project,
-Albemarle County staff to provide an overview of relevant procedures and policies and,
-community members to ask questions of and provide feedback on a proposed project.
A Community Meeting is not:
-a public hearing
-a decision point in the development process
4. Board of Supervisors/Planning Commission Liaison Updates (10 minutes) – this is time reserved for liaisons to share community announcements and project/policy updates.

- Staff liaisons will be prepared, working with chairs to set agendas and provide necessary information.
- Committee members will come prepared having read provided materials.
- We will respect everyone’s time by starting and ending on time. We will work to set and follow agenda topic time allotments.
- Everyone is responsible for helping to stay on topic. Speak up if you feel like we’re getting off track and need to move an issue to a “parking lot” for possible future discussion.
- Everyone is encouraged to participate. You may be asked to share what you think, or we may ask for comments from those who haven’t spoken. It is always OK to “pass” when you are asked to share a comment.
- Listen respectfully, without interrupting. Listen actively and with an ear to understanding others’ views.
- One person speaks at a time. If you think you will forget an idea or question that comes to mind, write it down.
- Challenge ideas, not individuals.
