Three Notched Trail needs your input!

The Three Notched Trail Master Plan Team are writing to let you know about an exciting community planning project that might be of interest to you. Albemarle County is in the early stages of planning for a proposed long-distance trail through the western portion of the county – connecting the Blue Ridge Tunnel to the Charlottesville City limits.  The proposed Three Notched Trail would be an ideal location for connecting local residents with nature’s offerings AND providing safe, car-free commuting and recreation. 

A number of trail options are currently available for review and commenting, and we would greatly appreciate your members’ feedback to ensure all community voices are incorporated into the planning effort.  We will be using the feedback to develop a preferred trail alignment.  

You can learn more about the trail planning process to date, along with the draft route options, on the project’s webpage (https://engage.albemarle.org/three-notched-trail-master-plan).  We will be accepting feedback via an online survey through February 8th and you can share your thoughts on the entire 24-mile corridor or specific segments.

2026 January 6 CCA meeting minutes

Welcome. Tim Tolson (out-going President) welcomed the 27 (or so) attendees.

Agenda Review / Changes and additions from the floor? There were none.  

Approval of the CCA’s last meeting’s minutes (November 13, 2025) were unanimously approved with Bill O’Malley making the motion, and Lisa Goehler seconding it..

Treasurer’s Report –  (2026 Dues: Still just $10 annual contribution!)
The amount in the bank belonging to the CCA is $3, 672.26, for the CIDC it is $12,135.32, for a total of $15,807.58  The Treasurer’s Report was approved, with Jo Ann Perkins making the motion, and Tim Tolson seconding it.

Albemarle County Police Department (ACPD):  Five members of the Albemarle County Police Department (ACPD, Evening Patrol Division) visited. Captain Kevin Miller, Blue Ridge District Commander, answered questions regarding concerns from the audience regarding speeding in the neighborhoods and strategies to reduce it. He noted that there have increases in thefts of guns from unlocked vehicles and admonished the audience to always lock your car and never leave valuables in plain sight inside the car. There are also increases in calls for service related to mental health; fortunately, Region 10 has many programs to help people in distress.

Ann Mallek, our county supervisor, spoke on the two new members of the Board of Supervisors, the necessity of snow removal on sidewalks, issues with open burning and the distance between burn piles, the need for background checks for visitors to the schools, even when not entering the building, and enforcement of leash laws for dogs.

Lonnie Murray, our planning commissioner, reported that there were no new updates.

Presentation on the Crozet Park Aquatics & Fitness Center (CPAFC) expansion project (Melissa Boucher, Founder of Boucher Impact Company).

The infrastructure of our beloved Crozet Park is aging, and it is not going to even be possible to just fix things. The Park needs a whole new modern building. In addition, demand is high and increasing for Park programs, including childcare, youth-oriented, and swimming, but all programs are already at capacity.

A site plan has been prepared, but it has not yet been approved. The proposed building will include two stories, with both indoor and outdoor pools, exercise rooms/classrooms, pickleball court, and space for community meetings or receptions. Concerns about landscape buffers and invasive species will be dealt with.

To make all this happen, the Park will need $18,000,000.00. To raise this sum, the Park intends to acquire a loan, and for this they need to fundraise from the community for $5,000,000.00 to put down for the loan for it to be approved. The Park staff estimates that once the project is finished and the new building is finished, it will only take a couple of years to pay off the loan.

 Old  Business

  • Crozet Independence Day Celebration!
    • The Crozet Board of Trade donated a total of $6,000 to the Downtown Crozet Initiative, CVFD, WARS, and the Crozet Trails Crew, Fellowship Church, and the CCA!
    • Mark your calendar for the 250th anniversary of USA independence on July 4, 2026!
  • Hanging Baskets.  Muff Biber, Tim Tolson, and Chelsea Powers (president of Crozet Board of Trade) are working on the details of draft contract from the Albemarle County Facilities and Environmental Services department.  The aim is to have flower baskets hung  as soon as possible.
    Tom Loach asked about the hanging baskets. Tim said there are still plans but its effectively on hold for now.
  • Reminder: Windy Knoll (ZMA-2025-00007) is scheduled for a public hearing before the Planning Commission on Tuesday, February 10, 2026 at 6PM in the Lane Auditorium of the County Office building at 401 McIntire Road, Charlottesville, VA 22902. Participation in the public hearing is encouraged. The CCA had a presentation about the Windy Knoll re-submission at our last meeting.

New Business:

  • The Election of CCA officers for 2026 was held. Bill O’Malley was elected President, Lisa Goehler as Vice President, Rashmi Ghei as Secretary, and Tim Tolson as Treasurer.  All officers were approved unanimously.
  • Article IV: The Bylaws were amended to read “Meetings will be held the first Tuesday of the months of January, March, May, September, and November . ..” by unanimous vote.
    Another vote to change the bylaws was not seen as necessary because the move to the first Tuesdays of odd-numbered months and location was discussed at the previous two meetings (September 11 and November 13, 2025) and accepted by general acclimation.
