Welcome by Tim Tolson, president of the CCA welcomed 15 people at 7:32 PM.

Agenda Review / Changes and additions from the floor?  No changes.

Approval of the CCA’s last meeting’s minutes (March 13, 2025)The motion to accept the minutes as given was made by Tom Loach and seconded by Ann Mallek. The motion passed unanimously.

Treasurer’s Report –  (2025 Dues: Still just $10 annual contribution!)   CCA: $2,970.15; CIDC:  $6,600.37; TOTAL: $9,570.52

Albemarle County Police Department (ACPD) may visit and give an update. (Evening Patrol Division)  They were unable to come to the meeting.

Update and News from Ann Mallek, our county supervisor.  She spoke on the county’s budget being adopted. She encouraged us to go online and get more details. How to make property taxes more affordable, encouraged crosswalk on St. George Ave., sidewalks needed, more fire protection, and affordable housing needed.

Discussion about the “Montclair” stream, OakBluff/Eastern Avenue, and AC44 (Eric Schmitz, Bill O’Malley, & Tom Loach). (The powerpoint presentation is available here.) The discussion of these three items and the four resolutions were quite informative to those present. Powerpoint information led the discussion on each resolution. Topics of concern were about water, water protection, change in growth areas, Virginia laws on population growth and a county’s comprehensive plan. Both Ann Mallek and the White Hall district planning commissioner, Lonnie Murray participated in the discussion. Please communicate with your neighbors, ask questions, stay informed.

New Business:

  • Resolutions of the CCA, as required by its bylaws (Article VII), require presentation at a second regular CCA meeting for discussion and vote, and if accepted, will be adopted.
  • Should we have a meeting on July 10 to vote again, rather than wait until September 11?
    • Yes.  We  will have a meeting on July 10 to vote again. 
  • Resolutions about the County’s WPO enforcement, the “Montclair” stream, Eastern Avenue, and AC44.
    • The WPO resolution was introduced by Matt Helt and seconded by Tom Loach.  The vote to accept the WPO resolution as given was unanimous.
    • The Montclair Stream resolution was introduced by Matt Helt and seconded by Tom Loach.  The vote to accept the Montclair Stream resolution as given was unanimous.
    • The Eastern Avenue resolution was introduced by Lisa Goehler and seconded by Rashmi Ghei.  The vote to accept the Eastern Avenue resolution as given was unanimous.
    • The AC44 resolution was introduced by Lisa Goehler and seconded by Matt Helt.  The vote to accept the AC44 resolution as given was unanimous.
  • There will be a second vote on each resolution will be on July 10, 2025, per CCA bylaws.

Old  Business:

  • Crozet Independence Day Celebration!
    • Saturday, July 5, 2025 is the next Crozet Independence Day Celebration at King Family Vineyard.  We will need more money to prepare for 2026 fireworks show and celebration!

    • The King Family Vineyards SUP is progressing.   The Board of Supervisor’s hearing is on Wednesday, May 7, 2025.  (The Planning Commission unanimously approved it earlier.)

The time limit (wanting to end around 9:00 pm) kept the rest of the items from being discussed.

  • Hanging Baskets.  Muff Biber, Tim Tolson, and Chelsea Powers (president of Crozet Board of Trade) are working on the details of draft contract from the Albemarle County Facilities and Environmental Services department.  The aim is to have flower baskets hung as soon as possible.
  • A reminder that the Crozet Park Board is prohibiting parking on the blacktop near the pickleball courts during daylight hours (aka basketball courts). The only exception will be for Park sponsored events, e.g., Arts & Crafts Festival, Gator Swim Meets, etc., when the no parking signs will be covered. Please feel free to use the fifteen parking spaces located along the west side of the pool fence.

1. Call to Order, Agenda Review, Introductions (5 minutes, Allison Wrabel, Albemarle County Staff Community Connector)

2. Approve meeting minutes (Draft May 14, 2025 CCAC meeting minutes; 2 minutes; Michael Monaco, CCAC chair)

3. Community Meeting –  ZMA-2025-00007 Windy Knoll (45 minutes; Syd Shoaf, Albemarle County Senior Planner II)
MAGISTERIAL DISTRICT: White Hall
TAX MAP/PARCEL: 05600-00-00-096A0, 05600-00-00-096B1, and 05600-00-00-096B2
LOCATION: 320 and 325 Windy Knoll Lane
PROPOSAL: Rezoning from R-1 Residential to R-10 Residential. This is a request to rezone 3 parcels for a total of 3.15 acres from R-1 Residential to R-10 Residential. The most helpful documents at that link are the Narrative, Conceptual Plan, and Draft Proffer Statement.
A quick overview of the purpose of a community meeting:
A Community Meeting is required for all Zoning Map Amendment (ZMA, also known as a rezoning), Special Use Permit (SP), and Compliance with the Comprehensive Plan (CCP) applications.
A Community Meeting is an in-person opportunity for:
-the applicant to provide information and answer questions about a proposed project,
-Albemarle County staff to provide an overview of relevant procedures and policies and,
-community members to ask questions of and provide feedback on a proposed project.
A Community Meeting is not:
-a public hearing
-a decision point in the development process

4. Board of Supervisors/Planning Commission Liaison Updates (10 minutes) – this is time reserved for liaisons to share community announcements and project/policy updates.

  • Challenge ideas, not individuals.
